The template was removed because of r1804277, which I committed in order
to fix a bug in the write-downloads commands that caused it to have wrong output
for pre-releases and for releases of the penultimate minor line.

For 1.9.8 we need to find a better solution.  Reverting r1804277 would
cause write-downloads' output to sometimes be wrong; keeping current
HEAD would result in correct, but large, diffs.

We could, e.g., add ezt defines for {supported,version,prerelease}-{zip,gz,bz2}-sha1.
