Time for new patch releases: 1.11.1, 1.10.4, 1.9.10

Julian Foad-5
More than 10 fixes have been back-ported to *each* of 1.11, 1.10, 1.9 since their last releases. Looks like it's time to make new patch releases.

In addition, there are a few outstanding backport nominations for each. Please review those!

There are some important server fixes nominated for backport:

SVN-4791, an issue with the DAG open_path() (for 1.9, 1.10, 1.11)
SVN-4793, authz rights from inverted access selectors (for 1.10, 1.11)

I'd like to cut new releases around the new year.

Could anyone review these in the next week or so?

Thank you, Stefan!

Now SVN-4791 is approved, and one more vote is still needed for SVN-4793 (on 1.10, 1.11):

[[[
 * r1847598, r1847697, r1847922, r1847924, r1847946
   Fix SVN-4793: authz rights from inverted access selectors were not
   accounted for at the global level, causing wrong authz check results.
   Justification:
     Fixes a regression in the new authz parser and resolver.
   Notes:
     - r1847598 and r1847697 are only test suite changes, but by including
       them we can avoids creating a backport branch.
     - r1847924 and r1847946 are tiny but IMO relevant comment tweaks.

I would like to roll the new patch releases soon -- let's say within a week. Is anyone likely to be able to review the backport below or any others?

I'm thinking to go ahead whatever, as there are already plenty of good fixes waiting to be released, but as always it would be *nice* to get more fixes in, hence this nudge.
