Works for me with Subversion trunk r14462.  Maybe you are using an old version?

$ date --iso-8601=seconds -d '2 hours ago'
2005-04-27T11:20:28+0100
$ svn diff -r{`date --iso-8601=seconds -d '2 hours ago'`}
Index: subversion/include/svn_client.h
[...]
