Does Apache+mod_kerberos+mod_svn with with SVNKit ??

Hello,

I have the below apache svn mod_kerberos configuration but can't seem to get SVNKit clients to negotiate the authentication method. Can someone confirm or deny that SVNKit should work with the below configuration? I turned auth negotiate method to ON. 

Subversion  1.8.14
Apache 2.4.17
mod_auth_kerb-5.4

All I get in the log is :

 kerb_authenticate_user entered with user (NULL) and auth_type Kerberos

I should note that I am expecting the SVNKit client to negotiate to use basic authentication. I can use a browser that does not belong to the Domain to hit the Apache SVN Kerberos server, and it IS able to negotiate for basic authentication (user/password)... but the SVNKit client seems not to be able to negoitate... ides?
